How and when do you cut down rose bushes in Georgia?

Hi, it is now August 29th and I am wondering if it is ok to cut down the rose bushes to about 1 foot tall. They are about 3 feet tall now. I live in Atlanta, GA area. My email is sp_50@yahoo.com

You are in about the same zone as I am (Birmingham AL). We always cut them back between New Year's and April. Anything other than that will impede blooms for next year. You can prune older roses after they've bloomed but not cut back like you are looking into doing.
No! Not yet! Pruning is typically done in late winter to early spring. You can deadhead the spent blooms at any time. You are far south enough to have blooms well into November.
