How and when do you cut down rose bushes in Georgia?

You are in about the same zone as I am (Birmingham AL). We always cut them back between New Year's and April. Anything other than that will impede blooms for next year. You can prune older roses after they've bloomed but not cut back like you are looking into doing.
No! Not yet! Pruning is typically done in late winter to early spring. You can deadhead the spent blooms at any time. You are far south enough to have blooms well into November.
