I had quite a few of them at my previous house. They are tough as nails and can be transplanted most anytime. Spring/fall are best, if its hot give them plenty of water for a few weeks.
Ask a garden center
My neighbor transplanted his plants the beginning of August two years ago. The first year they were just pretty twiggy but this year they are full of blooms and filling in with leaves. Live in Ohio where we have four definite seasons. Hope this helps!
