Is it safe to replant peony?

It depends on what kind of mums you planted. Check with your garden store to make sure the mums are perennials and if they are you do not have to do anything other than cut them back at the end of the season and they will bloom again next summer.
Make sure that they are the 'hardy' type. Also it depends on how cold your winters get. You may want to cover the plants with a bit of leaf mulch over the winter, but definitely remove that in the spring to prevent any mould.
It also depends on where you live on whether the plant will come up next year. A few years ago I bought two different Mums, one looks like the more common variety and the other has a daisy type flower. They now look like a ground cover, spreading throughout my flower bed, spread more every year. I don't do anything to them, they come every year and I live in Michigan.
how far back do I cut them at end of season ?
I live in zone 7a, and I cut them back to the ground every fall. They have been thriving for the last two years now, even crowding out some of my other plants. Good luck with yours!
