Hi Mary. I cut mine down in fall to ground level.
I cut mine down once they start looking ratty or early fall, whichever comes first.
down to the ground, in the fall - usually late October (Western New York area). I also mulch with shredded leaves.
It would depend on where you live. I live in Minnesota. I just this week cut mine down to ground level. Deep frost and snow are not far away. I am not sure what you do if you live in a warmer climate.
