Yes, you can move it. Dig around the base about a foot from base and keep going down until you get to the main root. Trumpet vines are hard to kill. Replant in hole with loose soil deeper and wider than root. Reapply more dirt and tramp down lightly. water.
You can move it but you would. be doing yourself and who ever else tends your garden a huge favor by cutting it down. I let one go a few years ago, it started to jump to other plants, used an ax to cut down and have fought it all over my huge yard ever since. It chokes my other shrubs, pops up in all my flower beds and seems to sprout from nowhere. It was beautiful for a few years but then became the biggest thug I have ever had.
