I want to cut my knock out roses back to about 12 inches.

In order for my knock out roses to bloom next spring, can I cut them back to about 12 inches , now?

all you need is to cut back, only as far as the new bud on the stem. This should be done before you see new growth, after a bloom has faded. Otherwise, you risk an entire blooming season without a single bloom
I'd wait until February.
The usual rule of thumb is to cut back 1/3 in the spring.
Always trim in spring, doing it now can kill them.
Depends on where you live. If you live where there are hard freezes they should be cut back prior to the freezing weather if you have mild winter weather they can be cut back in January.
