If the ground is frozen, no need to water.
I agree with Naomie. I used to have roses and we get very cold and snowy weather here. Before the ground freezes, the snow will melt to water the roses. Once the ground is frozen, the roses go dormant for the winter. Even if you tried to water them, the water would freeze. What you should do is mulch them well before the snow starts, in the late fall. Depending on what's happening with your weather, you may still have time to do that. Remember to remove it in the spring.
Yes you water them. If left dry you are more likely to lose them.
