What's the best flower/plant to grow in Texas?

Most probably, they don't have enough sunlight. If there are trees around that obturate the sunlight, consider trimming them so your flower could enjoy sunlight again, or find another spot for them in your garden.
If you are cutting back the plant in the spring when it is budding, you are removing the buds from the stem, this would cause no blooms. The time to prune is winter to late spring before new growth appears.
You could see if they are getting enough sun, they just love that, as Gabi said. Try fertilizing also, I sprinkle Epsom salt around the base of my hydrangea, that adds Magnesium sulfate to the soil, a nutrient.
If all this fails, I would consider moving the plant.
