Dig in minced banana peel at the ground level (provides phosphorus and deters aphids). Purchase Bayer Rose and Flower granular food and sprinkle at drip line (height of rose bush determines amount to apply). Scratch in below dirt level, water, and repeat every 6 weeks. Don't water roses from above, and remember to deadhead spent blooms.
Add some Superbloom to force it to bloom.

How far down did you trim it? Looks like your bush may have reverted back to the growing stock....The leaves look like mine when it does that. You may have to replace it, if, after you fertilize it like Olive mentioned and it still does not bloom. We do not trim our roses back until spring and then about 15 inches above the ground. We are in the Midwest so depends on where you live.
Well clean out weeds, figure out what's enjoying it as a meal and kill it then check what kind of rose it is,maybe you didn't prune it properly. I must give you credit,no green thumb and you tackle roses that are so finicky. Hang in there it's alive that's half the battle. Doesn't your library or town have a garden club or how about a neighbor that has a gorgeous garden. Get info from those that know for free. I stink at gardening have these little button sized roses that I hate but my husband likes,yet who deadheads them,me. I stick to hostas so forgiving and so many varieties for sun or shade. And they multiple so you can divide or just let them fill out a space. Maybe it doesn't bloom each year. It's so tall is it supposed to be that tall?
Your rose is missing some needed nutrients. We feed ours banana peels all summer, for the potassium, you can feed them coffee grounds/tea grounds, and also epsom salts to give them a boost. Also some department and home improvement nurseries carry Miracle Grow for Roses, but we find adding the peels, grounds oh and I almost forgot the egg shells pureed and poured on them all help to feed them what they need.
