Depends on what type of peony you wish to plant and what Zone you live in. I am in zone 9 and it doesn't get cold enough and during the summer it is blazing hot and they burn and wither. Very few have had abundant success. Here are some sites to explain in further detail.

You should plant in late September or October. If you are in warmer climate, you can plant a bit later. You want them established at least 6 weeks before the first freeze.
You can try in the spring but they just don't do as well as if planted in the fall.
You want them 4' apart with a 2' hole. Check your soil as you might have to amend it for them to grow well.
General advice, Peonies can take time to bloom be patient!
I have divided replanted and — given away tubers many times and know this to be true. Happy gardening!
”The first year after planting, the peony may be about six inches high with few stems. It probably will not bloom the first year because it is developing a root system. In the second year the stems usually double and growth is taller with blooms nearer normal. By the third year the plant doubles again and the blooms are normal in every way. After the third year growth is slower and full size is usually attained by the eighth or ninth year. The adage for peonies is “1st year sleep, 2nd year creep, 3rd year leap.” Plants that have been well cared for often live longer than their owners. Peonies make excellent cut flowers and can be cut when either fully opened or when the buds are “marshmallow” soft. Deadheading of the fragrant blooms should be done before seed production occurs.”
