You'll have to hand pick the beetles off and drop them in a cup of soapy water.

If it's Japanese beetles you can buy traps. But be aware that it will draw in beetles from a wide area and if you have a small lot you may not want that. We have several acres so were able to put the traps well away from the house and yard and after a couple of years the population dropped off considerably. We do also have a lot of moles and they eat the larva (grubs). Of course, they also destroy the lawn! I do think we rid the whole neighborhood of beetles, though!

Spray the rose bushes, check out sprays or powders at a hardware store. This is super.
A bucket filled part way with water attracts Japanese beetles. It really works if you put it near the plants they are eating.
