i never cut them back. They are like no maintenance roses. Once in awhile I'll get a dead stalk or two and I cut them off in the early summer when I can tell they are dead for good.
I cut mine back in late fall just so they won't get too big. We have them under stained glass windows at our church and cut back in fall so they won't cover beautiful windows.
I cut in fall and have had good luck. They come back thicker too.
Late fall is perfect- good timing :)
I Dhead the spent roses all summer and stop about 6 weeks before expected frost. Shape in the fall around same time as final deheading. Knockouts are very forgiving
