Perennials can be planted anytime in warm weather - just make sure they are watered. Just be aware hey typically bloom once . Knock Out brand roses, bloom constantly - and are a very good choice for a novice gardener.

I am only familiar with zones 5-6. Bulbs are planted in the fall. Perennials here are planted spring through fall. They need extra water if planted during the hotter months until they are established.
Depending where you are living, fall is the best time for bulbs and perennials. I live in FL so I am able to plant things year round.
Depends on where you live - hostas are great, they get huge, are hardy and you can split them later on. They come in a variety of colors - But to deer it means salad bar! Hydrangeas also a fave - and you can dry the flowers to use later in the fall.
