I cut mine back in the late fall or winter when they are dormant. It's also helpful because when they don't have leaves you can see the branches easily.
I am in zone 7b and have used mid-February.
"Pruning" roses is typically done in late winter to early spring. "Trimming" can be done at any time during the growing season and to promote new growth and blooms.

For planting cuttings, if you live in a milder climate, they can be planted in the fall. If you live where the ground freezes, wait until all chances of frost have passed.
