Fall time.
Do not prune the clematis until next year when the new growth emerges to be able to disgusted the dead wood.Cutting any other time you will be harming next years flower growth.

I trim mine in the fall. You can trim any dead branches at any time.

I have a beautiful clematis. It is in full bloom right now. When the flowers die off I will cut it down to about 6" from the ground, then it be in full bloom again in the fall.
There are different categories of clematis - how the flowers bloom on the plant ( some from previous seasons growth, some bloom on the present season's growth). Pruning will depend on which kind of clematis you have. Do a quick google search and read up on it before you do any pruning.
