It looks like dill.
Hello. It is hard to see the stem and leaves for clear identification. The fluffy look of the vegetation leads me to believe that it could be ——either cosmos if it flowers or dill.

If it is fennel the leave smell like licorice. It if is dill the leaves smell like a dill pickle. Crush some in your hand.
Honestly, I would just pull it up. It appears to be some type of weed. If a weed has pretty flowers and isn't trying to take over, I leave them alone. If it is just tall and grows fast, I dig it out or pull it out by the roots. Good luck!
