It is Achilla a perennial
It's a bit hard to see them, but they look like Sweet William to me.
From what I can see, it looks like Yarrow, but the picture doesn't show the details very well.🙃

If it's about 16" tall and the flowers are flat on to p they're Achillia, (pronounced a-keel-ia).
