Can I take slips from a lilac bush and if so how & when do I do this?

I want to create a lilac hedge along the front of my property. I am on a hill with a steep bank which is full of overgrown weeds that I can't control. I would like to change my view. I live in a cold climate for the winter but it does get hot in the summer.
