I have mine in a pot, and I put a piece of lattice on the fence behind it so it can grow up it.

It depends on where you live. If you live in a warm climate that doesn't freeze in the winter, you can plant in the ground. If not, plant it in a portable planter so you can bring it in before the first frost.
Yes it can be planted in the ground. But, depending on where you live it likely will not come back the next year. Mandevillas do not tolerate frost
