Can outdoor plants and flowers be brought inside during winter?

    That will depend on which plants you are referring to.

    It depends a lot on the type of plant and how much sun you can give it throughout the Winter. If you could, perhaps, list the plants you'd like to bring in for the Winter, that would help because this can be a lengthy topic! For example, I've tried keeping mini roses indoors but they always seems to develop mold (in spite of air movement, etc.), the leaves yellow and they turn into a sick looking plant. I've tried herbs with the same bad luck as they like plenty of sun whereas I've had luck with other plants. Geraniums are easy to bring in IF they get lots of sun (cut them back if they go "leggy") but then again, I have also wrapped them in newspaper and stored them in a dark basement and they've been fine the next Spring. Let us readers know what plants you'd like to bring in and, hopefully, we can be of better help.

    if they are in flower pots with drainage and can obtain the proper light/water conditions

    The only thing you can do is try it and see! I have had some kinds survive, some stay alive, but never thrive and then some die. Just be prepared for them to die, it makes it much less emotional ;) Good luck!

    yes, I have a geranium in a pot I bring in every winter, an alovera in a pot, and a few other flowers too. It can be plants from the ground, but I think it is easier if they are already potted.
