Too much fertilizer or the wrong fertilizer can result in leaf production and few to no flowers. You don't say where you're located, but much of the US has seen drought conditions, although your plant does not appear to be lacking in water.Without a great deal of water during drought, buds can wither. I see no indication of insect damage. You may try thinning out some of the growth to see if it stimulates better bud production, and check to make sure that your plant is receiving the correct NPK content.
Perhaps the fertilization is the problem. Too much nitrogen fertilizer will direct energy to growing foliage and take away from the blooms that are forming. This can also be the issue when most jasmine flowers are not blooming, but a few are peeking through. ... Phosphorus heavy plant food often jolts plants into bloom.
