what plants are you referring to?
Most plants cut back in early spring. Google your plants to make sure. If they need fall pruning, you could end up with no blooms next year if you wait.
Depends on the plants. Some, like hydrangeas, bloom on previous year's growth. Some can be pruned in the fall. Azaleas can be pruned right after blooming, so they can put out more growth, from where they were cut back. Read up on your particular plants.
I would prune all dead and overgrown growth now in the fall. This helps prevent bacterial growth around the plant in winter. Then in the spring prune back again to a new start level to keep the plants from getting leggy.
Best is before the frost in the Fall.
