I cut toilet paper tubes into thirds. Stand them all up and put them in a foil roasting pan with plastic lid. Fill them with potting soil. Put a seed in each one and cover with a little bit more soil. Mist them and then put the plastic lid on the roasting pan and put them in a sunny window. Mist them every day. When they get big enough, or if it's time to plant them for your growing zone, transfer them to your garden. You can put the whole thing in the ground. The cardboard will break down naturally. I would go on line and check to see when to start plants inside in your area and when to put them outside. Good luck!!
P.S. We use the little pods and trays you can get at the big box store. I have even used egg cartons as trays for seeds!
Cut carton in half; fill bottom with top soil; insert seeds and water. Do not let soil get dry and watch for your plants.
