Watering it is a start. See what happens. I would consider aerating and dethatching the lawn, overseeding and then topping. Depnding on where you live, you may need to wait till spring.
dog pee makes the soil too acidic. Spray soil with baking soda dissolved in warm water. ..give it a couple of weeks and try again.
Sprinkle ashes from a wood stove over the lawn. Also sprinkle with compost.
Best idea is to spread layer of top soil over grass and water well, depending on where you live you may have to water less or more, if spread in winter you can wait until spring to water and then can fertilize
Depending on where you live, lawn may be going dormant for the winter. If other lawns in your neighborhood are green, try top dressing with compost.NOT MULCH...too heavy. Water in. In South, do not use weed/seed products. Fertilize in spring after two mowings. Again top dressing with compost. Check to be sure you have a turf that is able to survive in your area. Some cold weather grasses do not survive in the south. Contact your local Master Gardener program and attend classes they sponsor.
