My lilacs have some yellow crusty stuff growing on them, what is it?

I do get some flowers but not as many as they used to. Also some of the branches there is no foliage at all, however, the yellow stuff is all over the lilac not just the branches that are bare. I live in Spokane, WA - which is called the Lilac City - so we have lots of lilacs.

It may be a mildew or fungus which make the leaves fall off. Try putting miracle grow on!
Do not fertilize a tree that is struggling. Sounds like a fungus. Use a systemic fungus control for lilacs.
