How do I prepare the ground for the garden when I live in Michigan?

During the winter months the ground is solid and not sure if the ground will take the different gardening needs

    I live in Ontario and our ground freezes solid in the winter. when I make a new garden, I first remove the grass. Then I rototill the soil that's left underneath. If the soil is clay like, I would add peatmoss to break it up, or leave it as a base and add 6-8 inches of topsoil. I compost my kitchen scraps and work them into the soil autumn and spring...as long as i choose plants that are appropriate to my hardiness zone (5b) I can grow anything!

      Thank you very much for the tip. I have a specific spot in my yard which is right by my patio and will work perfect for this.
