What can I do to strengthen my Weeping Cherry tree?

My weeping cherry tree is not very robust. Did not put on any new branches this year and they ones from last year are sparse and only have leaves on parts of the branches. What can I do to strengthen and boost this tree?

It may have a insect or fungus.Use a systemic treatment for both just in case.
They love sun. Mine did not do well the first year I planted it. So I moved it to a real sunny corner and gave it a bucket of water a day for a few weeks. It's huge two years later.
Our tree guy used an organic tea fertilizer.
