It looks a bamboo plant. Mine get purple flowers on it in the summer. I have them in the ground here in Georgia and they come back every year.
Looks like onions to me, but I think bamboo is a better answer.
its called a pregnant onion, its grows and just always looks like that with onion tops, multiplys, a unique plant, i keep mine half covered with dirt

There are so many knowledgable people there who love helping others. I'm usually pretty good at it, but yours stumps me. I'm sorry. Iif you do go to Reddit it's a good idea to add information such as where you found it. Very helpful.
