What is this Shrub & what are these brown things?

I planted this Flowering Shrub one year ago in my backyard & it has been growing “ok” & it has these cute little flowers. But it also has these brown pods that open & these “whispy things” fly all over. Is this normal? Or a disease in the plant?
Those brown things are dried seed pods, much like what you see on milk weed. Those are the seeds to the plant.

If you look closely at the fluff you will probably notice tiny seeds. This is natural for the plant to reproduce.
