Do not cut it back after sept, next year's blooms have already formed in the old limbs, sounds like you are trimming too late in the fall. My advice is to not trim it at all for one year and see if it blooms the next year, a late frost in the spring
can kill the buds. If you get a late frost, cover the plant with an old sheet to protect the buds.
mine was the same. We gave ours a hard. It back and we have at least 50 blooms this year. Take it down to the 2nd bud.
