That wall is stunning. Like an Irish dry stack. I would do low plants in the bed or Lamium maculatum (sweet nancy) or some ground cover that stays low and is green year-round. Plant that so it covers the ground along the base.
It definitely depends on what kind of climate you live in. Love the wall if that is yours! Ground cover would probably work best, and you cam get varying shades and some even flower.
You yard and bed is beautiful already. Definitely add pop of color. Research Wave Petunias, Wave is the brand and I won't go back to regular store bought for these guys! They have a TON of colors to choose from as well as different growing groups.

In the UK I plant Aubretia, Thyme, Lavendar and a range of alpine. Plus yellow allysum, sage and a variety of small daisies and dian thus.
Stonecrop, the low profile creeping kind.
Succulents,Thyme and Ivy, would be nice.
