Prune them in the very late winter or very early spring before they begin to grow new leaves. Prune when it is still "asleep" for the winter.
Late winter to early spring is the norm.
You trim rose bushes just like you trim trees, in the late winter or early spring.
What type roses do you have?
As late in fall as you can, cut them back heavily, remove all dead wood you can and try to get out branches that cross. During growing season, when blooms get shabby trim to group of 5 leaves
