Early morning is best. If you live in a really hot and dry climate, you can "freshen things up" by running the sprinklers for a few minutes in the evening after the sun can no longer burn the plants and lawn.

Very early in the morning before the sun is to hot or after supper when it is not to hot.
Use soaker hoses, since you won't be getting water on the leaves and all you have to do is turn the water on at the spigot. Also if you do forget to turn them on you can do it at any time, although the morning is the best.
