I would think that would depend on the cultivar. Also, if the plant has been severely pruned, that could make the new growth thicker and fuller.
Location could be an issue, maybe windy spot or shade?
There are lots of different types, and also they are sometimes affected easily by wind, varying temps, and lots of other factors.
