In order to treat it, its important to figure out what's causing it- https://www.gardeningknowhow.com/edible/fruits/citrus/curling-citrus-leaves.htm I think this will help! Good luck!!

Oh, you have a creepy crawly that's sucking the life out of your lemon tree. Take an infected leaf and go to a trusted garden supply store. Betcha those folks can name what it is and give you some good advice.

Probably the citrus leaf miner insect. These insects feed by tunnelling their way through the leaves. They do not usually cause a problem for large trees but it is best to treat younger trees. Prune off the infected growth and then spray the tree with a pest oil every 3 weeks during summer and autumn, making sure to cover the top and underside of the leaves.
