Perhaps you have all female or all male plants. You need both for them to pollinate.

Does your soil need amending? Maybe have soil from that area analyzed, you may have too much or too little of something needed to set the fruit. It could be also that you may have a critter that could be eating the fruit as it appears.

I agree with soil analysis as the first step - make sure that's not an issue before you do too much work.

Are they getting enough sun?
