Can I make a raised bed out of pallets for my vegetable garden?

I can not have a fence in the subdivision that I live in, so I would like to get "creative" raiset the ground with some landscape rocks (in the back) and have raised vegetable beds in a U shape with some type of rustic center but not pavers, everybody has them.
The Crepe Myrtle is GONE I cut it down so this my space - I want the landscape rocks in the back to raise the ground and fill with topsoil to grow either (privacy shrubs) or I could put in my Vine growers (Beans, Peas, etc.) and put bushes around the back that will hide my fence. We are not allowed to have fences here either, and I need to keep my dog confined to our property... Any suggestions...
I cut those hedges down and added another 250 sf. to my yard.. How do I get those spikey roots out?

    When using pallets for edibles, make sure you get heat treated, and not chemical treated.

    I saw somebody make raised plant beds out of pallets that held pots for the plants. That way you could raise them however high you wanted. I like using clay pots for planting and made two of these. They worked quite well.Mine were the length of the pallets and the sides were one pallet board high. They held three pots and were easy to care for.

    I planted corn using a pallet. I put 4 to 5 stalks in each section. I did this so that the dogs would not dig them up.

    When I first started the pallet, I used a weed barrier on the underside of the pallet, and put boards on the open ends just to keep the potting soil in.

    They are working out great and they look really cool too.
