Generally speaking you would cut back after flowering, but to be sure of the type of Clematis you have, ask at your local garden centre if they have a pruning guide!
there are different types of clematis, some you need to cut back and some you never cut back because the flowers are produced on the old wood. You need to know the type of clematis or name of it and google to find out if it blooms on old wood. If the plant blooms on old wood, do not cut it, here is a site that explains some
