Hello. A mulched bed might be recommend. Why do you wish to use cinderblocks. They seem to offer a lot of height - please see this brick paver border example below for an alternative consideration..

I agree with the recommendation to use pavers or bricks for this. I think cinder blocks might be a little too tall, and you'll get a nice look with pavers. They're also shaped better for going in a circle if you get the tapered ones.
Bad Idea without a good source of Nitrogen, Heat and antifungal chemicals. Here's why:
1. If you use too much soil above the tree roots it will rot the roots, suffocate and kill the tree.
2. If you use too little soil, the flowers will never grow to their fullest potential.
3. Flowers that grow in the shade will yet have difficulty with Fungi. This is because Fungi grow in the shade too. Once that Fungi spreads to the tree it begins to destroy the tree.

You could edge the flower bed with cinder blocks
Cinder blocks do not lend themselves well to being used to make a circles around trees, simply because they are rectangular shaped. What does work best is paver/concrete blocks in the shape shown below, as it is easy to put them together to form a circle without gaps in between individual blocks.
An option to using concrete blocks is to use bricks, although they will still need to be supported underneath with concrete for maximum longevity.
