as for the blueberries. Make sure you have more than 1 variety because they cross pollinate. new Branches will not produce good berries the 1st year. If they are in the shade they won’t produce properly. They need sun and water. Cut away dead branches.

that all depends on what it needs. You would have the soil tested to learn what it needs, if anything. Since you are having that soil tested, do the same for your blueberries. Sounds like they are suffering from soil they don't like.
Compost is always good to add to garden beds! I also fertilize once, in the Spring. There are hundreds of variety of blueberries, some have smaller and some have larger berries. Try growing different types together, they like that.
i definitely would look at the variety of blueberries that you have. You may have a variety that is smaller.
