Rototill of dig in topsoil, peat most, and compost into it.
Dig and mix in sand and compost, coffee grounds.
I don’t know if we are talking about a flower garden or a vegetable garden but...you can mix items into your soil to make it looser and not packed so hard. Two examples would be peat or manure.
I had the same problem. My grandson came over and chopped it all with a sledge hammer. We did nothing else. With all the rain we’ve had, the grass started growing beautifully ☺️
