There are test kits available at garden stores.
You can take a soil sample and have it tested. If you have a co-op, that would be the best place as they can tell you exactly what nutrients you need to add. If not, check with local nurseries and landscapers.

Both the kit and having it tested at your local extension office or greenhouse are excellent suggestions. Having it tested by a pro may be a bit more accurate and they can tell you what you need to amend the soil according to the plants you want to plant.
