Put the empty pot on the deck and them put plant and soil in. Can't thing of anything else to suggest. It certainly is not hard.
Containers with plants in them. As few or as many as you like and want to take care of. They make containers that sit on deck rails, maybe those would be easier on you.
If there is a railing around your deck you can buy planters that fit over the railing. They sell them at Home Depot and Lowes as well as Amazon. Then you can put them in place and add soil and plants of your choice. No heavy lifting and you can change the plants out with the seasons and it would be at waist height so no stooping and lifting.
Grow in pots, you could do a nice selection of annuals to make an inviting space.
Build wooden planters. Incorporate pvc that has been drilled with holes and a bib to attach a watering hose. Put the hose on a timer. Or use pvc pipe and have a hydoponics system. (all of these can also be bought online). Good luck.
Buy better quality realistic-looking artificial flowers and arrange them in the pots, as others have suggested. No dirt, no fertilizing, no spraying, no watering, or no weeding needed. They will look colourful all season long, can be put away for the winter, and put out again next spring.
Not much work to that idea.
