Annuals,Perennials????What is your location? Do you full sun.shade?
Does the drain in the tub open out to the ground? You want drainage. You could put empty plastic water bottles in the bottom and cover with dirt to plant to allow for additional drainage. This is much lighter than rocks.

Claw Foot Cactuses
i think it would be really cute to put flowers in it that look like bubbles. and maybe one of those wooden profile people cut outs. could make it look like somebody's taking a bath! lol
I have no pictures, but when I had mine, I left the drain open, used all kinds of packing peanuts/materials (kept it lighter so I could move it). I used an old bed comforter over that (going up the sides) for my liner to hold my soil in plus it helped keep some extra moisture in during the restricted watering times. I wish I had put a solid hose up through the drain to the top of soil, then put a soaker or drip watering system for it.
Plug drain with epoxy. Put in water lilies, water hyacinths and maybe papyrus. To control mosquitos put in 4 or 5 goldfish or mosquito protection rings (Can buy at Lowes). Easy to do. Google how to control chlorine in city water. I have a small pond with these plants and fish. I can see this sitting on a patio with a couple of potted plants around it.
Fill it up with dirt and plant flowers.
