You may have a citrus fruit disease called “citrus greening”. Older citrus trees are not resistant to it. It’s especially a problem in Florida. Call your local farming extension agent to have them diagnose the problem and suggest a cure.
It might as others have said be that the tree is old. I have an orange and lemon tree, both are young though. But sometimes their leaves look as yours do in this pic. I read where citrus trees need nitrogen so it might be that your tree isn’t getting enough of this.

It has gotten old. Fruit trees get old and quit producing much fruit and the fruit usually isn't very good.

Too much water soil needs dried out;citrus greening the leaves are more mottled with blotchy leaves
