What kind of tree is it, and what is the height and girth at full growth? Generally, there is not enough space for a tree to grow evenly so close to a wall, but it is hard to say without actually seeing a photo. Please post a picture of the tree and the meter, so that we can offer some advice.
ABSOLUTELY NOT BUT SOMETIMES WHEN THERE IS SHORT CIRCUIT THE TREE MAY CATCH FIRE AND A BIG PROBLEM.
I would probably not plant it so close. If the tree gets big could end up causing foundation issues. If you want to kind of want to hide the water meter, you could plant ornamental grass.
My uncle was a certified arborist, there is one thing that has stuck in my brain...the size of a trees canopy, needs a root system 3 times the size of the canopy to keep it upright. Look up how large the tree is at maturity and plant according ly.
We just had to take the tree out that was planted by our water meter. The roots grew over the water line and it had to be rerouted. I advise getting with an arborist or a really good lawn service company and get their advice. Trust me, you don't want to see the backhoe roll onto your lawn. Good luck.
