It is called black knot fungus.
Easiest way to determine dead branches is to gently scrape w/ your fingernail ,if green shows , it's still alive !
No your tree is not ding. However, you need to remove all areas of the black Knot Fungus from your tree. It will spread if not dealt with. I have the same think as does my neighbor. In the fall and spring I routinely go out and with the help of a long poled tree trimmer I remove the branches that have black knot fungus. Make sure you dispose of these branches away from your property and pickup any black knot fungus that falls to the ground.
I've had black knot fungus on my plum tree. The fungus spreads by releasing spores. The best and easiest thing to do is spray your tree with a fungicide and kill the fungus. Fungicide is toxic, but think of it as medicine for your sick tree.
