Of coarse you can. If it is something you want to plant in the spring, follow the directions on the seed packet for when to start them. There are lots of seed starting kits to make it easier. Once the ground is warm enough you can then plant them outdoors. Houseplants always are good, most help clean the air in the house and are easy to take care of. Most plants don't come with much direction for their care, so I would look them up online for more information on specific care. Make sure you take care to find out the specifics on watering and fertilizing for the best health and growth. Yes, you can plant in the winter indoors. However keep in mind that plants yet do need more than water and the odors of 8 oz Manure and 32 inches of water needs a Greenroom with a Door.
Plus to avoid huge water bills in expenses you should harvest water from outdoors in the rain or snow.
Your question needs clarification . Are you talking about planting outdoors in winter? If so, what zone are you in? If the ground freezes then it’s a No. wait until spring. If you don’t get freezing temperatures then you can probably grow winter crops like brussel sprouts. Indoors you can geow house plants which are just tropical plants suited for home environment. If you want to continue growing outdoor plants indoors, there are some annuals that do better than others like coleus and some that fail like petunias. You can also start seedlings inside in late winter to be ready to plant out and be ahead of the game.
