I'm not sure why you're having trouble with shrubs, but I would suggest that you plant some tall and short perennials that will give you a lot of flowers through out the spring, summer and fall months.
Maybe your plants are not getting enough sun and perhaps there are pine needles that have gotten into the soil. This looks to be a fairly wooded shady area. Pine needles are not usually helpful when growing most plants.
Usually is a problem of the shrub being in the right place -right planting zone and right care. As to landscaping suggestions I would suggest a personal consultation with your planting zone and soil in mind.

These offices are manned by a wonderful team of master gardeners that know your local situation quite well. Don't know what kind of trees you have there but they may be the problem. They could be dropping sap that is affecting the plants Also the shade they provide can affect some plants. Try planting ferns, grasses, and hostas. They tend to be hardy.

Does it get enough water? Raised beds tend to dry out faster.

The planter may need to be larger to move the plants further away from the trees that are using a lot of the moisture and the sun light.

Go with low light lovers Hostas and for color, impatience. Feed with a little flower food.

This looks like a great bed for caladiums. ☺️
Maybe leave them in their pots rather than directly planting into the raised bed.
