Water is the obvious answer but not always practical. Have you considered letting the dog use only a certain area to urinate in and that way you will have less of a challenge?

My solution has been to train my dogs to pee in a mulched bed and that’s worked over the last 16+ years. Having an invisible fence, and supplementing with a remote training collar to implement training where to pee made this training very easy.... ( collar not needed afterwards)
